About the Ministry of Communications and Mass Communications of the Russian Federation. Ministry of Digital Development, Telecommunications and Mass Media of the Russian Federation (Minkomsvyaz of Russia)
Representatives of the Russian press dubbed him "young and early", "minister wunderkind", greatly surprised at how at such an age one could achieve such a dizzying career in public service. Indeed, Nikolai Nikiforov is the youngest official of the domestic Cabinet of Ministers. Moreover, the sharks of the pen reported that no one promoted the young man in his service - he owes his high post exclusively to himself. There is also a point of view that he just happened to be in the right place at the right time. But still, who would have thought that at the age of 29, Nikolai Nikiforov was the country's Minister of Communications. What was his career path like? How did he manage to grow into a government-level official? Let's consider these questions in more detail.
Facts from the biography
So, the current Minister of Communications Nikolai Nikiforov, whose biography, of course, requires separate consideration, is a native of the capital of the Republic of Tatarstan. He was born on June 24, 1982 in the family of an accountant.
His father often traveled on business trips, analyzing natural resource accounting issues.
Childhood
At school, young Nikolai Nikiforov showed extraordinary abilities, for which he was loved by teachers. In particular, his knowledge of computer science and algebra was so deep that he had no equal in the class in these subjects. Already at the age of thirteen, Nikolai Nikiforov, whose biography is undoubtedly interesting and remarkable, was able to present to his environment a computer game created by himself. In computer science and mathematics, he was a guru among classmates. Soon, the World Wide Web is wedged into a person’s modern life, and a teenager suddenly realizes that the economy and the Internet are two basic components, without which tomorrow and the day after tomorrow cannot do without.
First steps in entrepreneurship
At the age of fifteen, the young man organizes his own business for the first time in his life. Nikolai Nikiforov, together with a group of like-minded guys, created a local network for educational institution, stocked up on Internet traffic and began to sell it to students.
Over time, the "brainchild" of the young businessman began to bring a stable income, and he began to hold parties and school holidays with his own money, created a radio station where you could order songs.
In addition, while studying in high school, Nikolai Nikiforov, together with his class teacher, established something like a union of young entrepreneurs at the local level. This alliance was engaged in the analysis of consumer demand for consumer goods.
In 1998, the young man, having not yet received a matriculation certificate, became an additional teacher. education and an employee of the web laboratory at Kazan State University (KSU).
Student years
Graduated after a year general education school, the future Minister of Communications of the Russian Federation Nikolai Nikiforov is going to study as an economist at KSU. He did not have to take entrance exams, as he participated in many olympiads and was awarded the title of "The Best Student of the Year in Russia".
The freshman of the economics faculty is soon invited to the Asia-Pacific Economic Forum, where he represented his native republic and Russia. In the future, student Nikiforov repeatedly took part in international events, where he was noted by authoritative representatives of the scientific community. It was thanks to these contacts that he received an invitation to work abroad: in the USA and New Zealand. But the young man was a patriot of his country and preferred to serve science in his homeland. As a student, he works as a laboratory assistant, then - at the Chebotarev Research Institute of Mathematics and Mechanics at KSU.
Career is on the rise
In 1999, Nikolai Nikiforov (future Minister of Communications) established the Kazan Portal business structure. Two years later, it will begin to bring a good income, and the young man will take the position of deputy head in it.
In 2004, Nikiforov received a diploma in economics. After some time, a KSU graduate becomes an information technology adviser in the republican government. Soon he abandons his previous positions: assistant to the head of the Kazan Portal and an employee of the research institute. It was during this period of his career that Nikolai Nikiforov created such projects as IT-Park, e-government, the public services website, the Innopolis science town, heading for the global informatization of most areas of society.
In 2006, he was appointed head of the Republican Information Technology Center (CIT RT).
Four years later, Nikiforov leaves this post: he is appointed head of the Republican Ministry of Informatization and Communications.
Work in the federal government
In May 2012, an official from Tatarstan was entrusted to head the federal Ministry of Communications and mass communications. Today he is a member of various specialized commissions: on the introduction of information technologies in the activities of government agencies, on the development of television and radio broadcasting, etc.
Nikiforov sees his task in providing access to information technologies, their development in the Russian “outback areas”, and simplifying the “electronic government” system.
The official supported the introduction of blacklists of Internet portals.
Awards
Nikiforov has many awards. He is the owner of the medals: "For Commonwealth in the Name of Salvation", "For Strengthening the Combat Commonwealth", "In Commemoration of the 1000th Anniversary of Kazan", "For Strengthening the State System of Information Protection". Three years ago, he received gratitude from the head of state for his active participation in the preparation of proposals for the creation of the "Open Government" system.
The official is married, he is the father of three children. The minister's wife owns an IT company.
Hobbies and hobbies
Nikolai Nikiforov prefers to go to gym to keep your body in good shape.
Of course, the Minister of Communications is an active Internet user: he is constantly in touch with friends from Twitter.
Secret of success
When asked how a young man managed to become a federal official in a relatively short period of his life, Nikolai Nikiforov answers that you just need to believe in yourself and always go towards your goal, since water does not flow under a lying stone. According to the official, everything depends on the person himself, and one should not attribute one's own failures to age, the wrong nationality, surname, and other circumstances.
“You can do anything: benefit society, work in a state structure, create business projects, and so on. The main thing is not to stop in your development,” Nikolai Nikiforov stressed.
Russian Prime Minister Dmitry Medvedev presented the new composition of the government to President Vladimir Putin at a meeting in Sochi. The President approved the entire list.
As predicted earlier, the head of the Ministry digital development, communications and mass communications became the head (AC) under Konstantin Noskov, who headed it since the end of 2012.
At the moment, the AC performs the functions of a project office for the implementation of the program "Digital Economy Russian Federation».
Konstantin Noskov was born on September 26, 1978 in the Arkhangelsk region. He received higher education in 2000, having graduated from the Moscow state academy Instrument Engineering and Informatics (MGUPI) with a degree in Automated systems information processing and management". In addition, he completed his master's degree National University majoring in Strategic Management.
the main task of the updated ministry will be the implementation of "the very digital agenda that the whole world is engaged in and which is absolutely relevant in our country."
The Federal Service for Supervision of Communications, Information Technology and Mass Communications is also called Roskomnadzor. The tasks of this authority include supervision over compliance with the legislation in the relevant area, as well as ensuring the protection of personal data in accordance with the legislation of the Russian Federation and the function of organizing the activities of the radio frequency service.
The Federal Agency for Press and Mass Communications, or , performs the functions of providing public services, managing state property in the field of print, media and mass communications, including public computer networks in the field of electronic means mass media, publishing and printing activities.
And finally, the Federal Communications Agency, also known as Rossvyaz, manages state property and provides services in the field of telecommunications and postal services.
Aleksey Korolyuk, CEO of the Russian domain name registrar REG.RU, told Gazeta.ru that by renaming the ministry, the authorities are demonstrating their bet on the digitalization of the country.
“His [Ministry's] center of work should be the digital economy of Russia, since it is it that is the point of growth for the economy of future years.
The spectrum of radio frequencies and cable infrastructure technologies have already exhausted their growth and therefore attention should be focused on accelerating the development of digital services of the state and companies.
Creating conditions for the development and growth of new technologies, digitalization of all sectors of the economy, the introduction of automation and, of course, active work in the field of artificial intelligence,” the expert said.
Prohibitive Legacy
Previously, the post of Minister of Telecom and Mass Communications was held by Nikolai Nikiforov, who took office on May 21, 2012. He became the youngest minister in the history of Russia, heading the department at the age of 30.
Under him, several major scandals occurred in the ministry, which ended in criminal cases.
At the end of 2016, the Prosecutor General began an audit regarding illegal remuneration in the amount of more than 95 million rubles, which was credited to the ex-head. The first criminal case was initiated in March 2017 (the head of the state-owned company was a witness), and already in July Strashnov left his post.
In addition, in 2017, several employees of Roskomnadzor were accused of embezzlement, including the press secretary of the department and the head of the legal department of the department. According to the investigation, employees of the supervisory authority were illegally paid large cash bonuses.
Nikolai Nikiforov also had an unpleasant history with plagiarism - he was accused of incorrect borrowing in his candidate's work. But the dissertation council decided to keep him a PhD in Economics, recognizing that "there are certain errors in the design of borrowings, but not on the scale and size as the applicants write."
During his tenure, Nikiforov managed to be remembered as an active supporter of the spread of new generation mobile networks. In particular, under him, 4G networks began to become widespread in Russia, in addition, testing of fifth-generation networks began.
Under Nikiforov, a large-scale reform of the Russian Post began, which was reassigned directly to the ministry and since 2014 has completely abandoned state subsidies.
There were also controversial decisions. One of them was the adoption of the Yarovaya package.
And although Nikiforov was initially skeptical of the law and publicly dubbed it "difficult to implement", his position gradually became more flexible. Even despite the fact that the Ministry of Telecom and Mass Communications proposed to reduce the data storage period to one month in order to reduce the costs of telecom operators, Nikiforov called it inappropriate to postpone the implementation of the Yarovaya package and expressed confidence that by the summer of 2018 all the necessary preparations would be completed.
Roskomnadzor, controlled by the Ministry of Telecom and Mass Communications, gained great fame under Nikiforov.
Many people recall to the minister his words when in 2014 he literally approved Internet censorship: Today, more than half of the country's active population is present on the Internet.
It is not surprising that with such a position of the head of the ministry, Roskomnadzor began to actively restrict this very freedom of the Internet. The supervisory authority blocked the RuTracker torrent tracker, social network LinkedIn, the Zello walkie talkie app and, of course, the Telegram messenger. Blocking websites has become so commonplace that the department’s mascot was created among the people - the girl Roskomnadzor-chan, who loves to block and ban everything more than anything in the world.
In May, Nikolai Nikiforov did not rule out that Viber, and possibly Facebook, could be blocked in Russia if they did not cooperate with the Russian authorities. It seems that the failure to block Telegram did not affect the mood of the ministry in any way, which means that in the future the country may face new manifestations of state regulation on the Internet.
