I think that the rotation of personnel in the relevant committees of Smolny is, at the very least, approaching its logical conclusion. Those who came to manage the industry - vice-governor Marat Oganesyan and head of the construction committee Mikhail Demidenko - are experienced managers. You can work with them, because they are ready to listen to the builders. But they took a pretty tough stance.
Do you mean social infrastructure solutions?
Yes. Nowhere is it written that developers should build it and donate it to the city. The economy must be economical. In some projects - usually large ones - you can agree to this. But there must be a legal mechanism and an understanding of how this should happen so that we do not pay double taxes. Before our eyes is an example of the Leningrad region, where this situation has been worked out. I hope that in the coming year the city authorities will find a solution to this problem.
The Legislative Assembly of St. Petersburg adopted regional regulations in January town-planning regulation, where much attention is paid to social infrastructure. Do you agree with the thesis of this document?
It was developed working group, where, unfortunately, not a single developer was included. Which is strange. After all, it is for us to live and work according to this law. Many of the regulations in it are quite controversial. Many people talk about the benefits that the adoption of this document will bring, since without it it was impossible to approve planning projects. But it seems strange to me. Everyone worked for years without him, and planning projects (PPT) were nevertheless developed and approved. So it's not about its absence or presence ... How much it is needed, time will tell.
The construction market, judging by the reports, has stagnated. According to Smolny, the introduction of a new housing in 2013 amounted to 2.5 million m2, which repeated the result of the previous year. But developers report a multiple increase in sales. What's happening?
There are a number of reasons here. The main one is a significant increase in the volume of housing under construction in the Leningrad region. The number of meters introduced in St. Petersburg may be falling, but it is growing in the neighboring region.
Sales are on the rise. There is a steadily growing demand on the market. More and more developers are moving from infill development to quarterly development, bringing large volumes of housing for sale at once, which makes it possible to satisfy almost any desire of the buyer.
Are your sales up too?
Yes. By about 40% compared to last year. Now there are 15 projects in St. Petersburg and the Leningrad region with a total area of about 1.2 million m2.
Does the company have a large land bank?
At the moment, it allows you to build 4 million m2 of housing. All last year we actively bought plots. And we will continue this work this year. Some of the new sites are located in the Leningrad region, in the future we will be able to build 1.3 million m2 there, plus the 0.5 million m2 that we are already building in Murino.
When will you launch new projects?
Definitely not this year - it will take time to resolve issues with documents, engineering and roads. And then everything depends on the dynamics of sales of apartments in Murino. Our new land asset nearby. And it makes no sense to bring to the market a lot of housing at once in one place in order to create competition for ourselves.
You still have to compete. There are many projects announced in this area from different companies…
Competition develops a healthy European market. When the buyer has the opportunity to thoughtfully choose an apartment - touch it, smell it - developers are forced to come up with different features: decoration, various amenities, designing a yard space. This raises the bar for the market as a whole.
The administration of the Leningrad region had claims to the developers of Murino just in terms of quality created environment. Did they touch you?
No. The PTP for the development of the western part of the area where our projects are located was well designed. The appetites of investors are not exaggerated there and the standards for social infrastructure are taken into account. For example, we are already building a kindergarten.
Do you plan to eventually become a regional developer?
Of course not. Petersburg accounts for 70% of the projects in our portfolio. There is a shortage of housing in the city, and there is practically no competition for projects. Apartments fly away like pies. This is especially true for small projects in areas of existing development. So we continue to search for land within the city limits. We are exploring the possibility of developing former industrial areas.
You are not embarrassed by the position of the city authorities, who believe that factories should remain at their places?
If you have an apartment that you want to sell, the opinion of the HOA on this matter is not important to you. And almost all enterprises have private owners who choose redevelopment. And this process cannot be stopped.
"Leader Group" was negotiating the purchase of the territory of the plant "Pigment" on Oktyabrskaya emb. What stage are they at?
Haven't entered into a deal yet. There are others who wish - the same Moscow "Kortros".
But things are not going well for Kortros in St. Petersburg. The company at the end of the year abandoned project on the "Marine Façade"…

No. We have two plots of land there with a total area of 11 hectares. The land is owned and leased with the right to purchase. One building - LCD "Captain Nemo" is already under construction. And in March we will start building three more.
Last year, we did not start construction of the remaining three stages, since the question of who and how will build infrastructure on the alluvium has not been resolved. Now understanding has been reached.
How did you manage to reach an agreement on this painful issue?
All last year they were looking for a compromise option with the authorities. It was agreed that all networks on the alluvium will be built by city structures - State Unitary Enterprise "Vodokanal of St. Petersburg" and OJSC "Teploset", but at the expense of developers' payments.
In the near future, the Tariff Committee should calculate an individual tariff for connection to engineering networks in alluvial areas. The signing of the accession agreements will take place in February.
Are there many developers on the alluvium now?
In addition to us, natives of Vologda, the Seven Suns Development company, are represented in the already reclaimed territory (they bought the land with an area of 2 hectares for the project "I am a romantic" from PSB. - "DP"). There was also a section of "Kortros". It now appears to be up for sale. And "Dorinda" bought 2 hectares nearby for a hypermarket. But there is still unclaimed territory - four land plots for housing, which "Terra Nova" will develop in partnership with "Renaissance Construction". Perhaps everything.
What is the duration of your alluvial projects?
We plan to finish everything by 2016. So we will build actively. Time is running out.
Do you build housing according to 214-FZ?
We have experience in working under the scheme of housing cooperatives. But we are starting more and more objects according to 214-FZ. In a competitive environment, this is an advantage for the developer. Two years ago, when builders were actively pushed into the framework of this law, no one wanted to work like that. But time has shown that there is nothing wrong with this scheme. There are difficulties of a paper nature, but banks are more actively lending to buyers of such housing. And such developers have more confidence from buyers. Although the crisis has seriously cleaned up the market. There are almost no crooked organizations in the construction site.
Are there many commercial real estate objects in the portfolio of "Leader Group"?
While one - office tower "Leader Tower" on the square. Constitution. We put it into operation in December. Now this is the highest building in St. Petersburg - 140 m. The total area of the skyscraper is 50 thousand m2. It is already 80% filled with tenants. These are mainly large companies that have rented or bought at least a floor. There are no small cut offices in this project. Our headquarters will also be there - on the 40th floor.
I know that Leader Group owns another lot next to the skyscraper. What's there will be?
Yes, we have another 6 thousand m2 of land in the neighborhood. There will also be a business center. But not so big - 11 floors, 17 thousand m2 of rentable area. All documents are ready. We wanted to start construction in 2013. But the passage to the main site of the "Leader Tower" was through this territory. So the project was postponed until 2014.
And at what stage is your project for the construction of housing on the vacated land of the plant"Electricity"?
This is the SM-Development project (a subsidiary of Power Machines). We only perform the functions of a technical customer, general designer and general contractor. This year we will hand over the first stage of the project, we have begun construction of stages with a facade on Moskovsky Prospekt. This is a non-standard role for us. But I hope for continued cooperation.
How is your precast concrete production in Yanino developing?
We are actively building the plant. This year we will put into operation the first stage with a capacity of 200 thousand m2 of housing per year. For now, we will provide reinforced concrete products for our own construction sites. But later we plan to expand production.
Does Leader Group have the same serious plans for housing construction in Moscow as in St. Petersburg?
Even more ambitious ones. Unsatisfied demand for housing there exceeds St. Petersburg by 15%. So this is a promising region for development. Within 3 years, we intend to enter the top ten of its largest developers, although we entered the market only a year ago.
We have already formed a land bank for 3 million m2 of housing, and an operating division of the company has been created. Last year, two pilot projects were launched in Khimki and Marushkino with a total area of 110,000 m2. From the beginning of this, another one was started in Mytishchi. This year, we will begin construction of seven more residential complexes for 600,000 m2. The cost of these projects is estimated at $1.5 billion.
Are there other regional plans?
It is clear that other regions also need to be developed. But as long as all power and all business are concentrated in the two capitals, no one will do this without the will from above. Not the demand, not the prices. Not interested.
What are you doing for your soul?
My wife and I are film buffs. Every evening we watch something good film. And I love nature very much. I have a dacha in a bear corner of the Leningrad region. You'll be tired in a week like a dog. But as soon as you drive 30 kilometers from the city, any stress and fatigue instantly relieves as if by hand. The mind is clear, the soul is calm.
