Turning on heating in apartments temperature regime
To start heating period in Moscow, the average daily temperature for 5 days should be kept below 8°C and, according to the weather forecast, it is expected to drop further. Utilities will provide heating on the sixth day.
Heating is turned off in Moscow after the average daily temperature stays above 8°C for 5 days and, according to the weather forecast, it is expected to rise further.
This norm is established by clause 5 of the Rules for the provision utilities owners and users of premises in apartment buildings and residential buildings, which were approved by Decree of the Government of the Russian Federation No. 354 dated May 16, 2011.
In hospitals, clinics, schools and other social infrastructure facilities, heating can be provided from September 1, if their administration submits an appropriate application to MIPC or Mosenergo.
Heating season in Moscow in 2017 - when will it start
In capital apartments every day becomes cooler. Muscovites now and then began to discuss, but when will the heating be turned on? The Department of Housing and Public Utilities says that heat will be supplied to the batteries when the average daily temperature is set at +8 degrees or lower. Moreover, it is important that the temperature lasts at this level for five days. A little earlier than in residential buildings, heating can be turned on in institutions of the social complex, namely in hospitals, schools and kindergartens.
Last year, the heating season began ahead of schedule due to the fact that the "Indian summer" was canceled - the weather conditions were far from calendar, the thermometers did not rise above +8 degrees for almost a week. The launch date was five days earlier - September 20th.
And, if frosts are already observed in the Moscow region, then cold weather will come to Moscow from October 1. According to weather forecasters, the heating season can be started even from this date, without waiting for the symbolic five days.
“Until Friday, the weather will still be warm in the capital. Starting from the weekend, the average daily temperature will already be 6-7 degrees Celsius. At night, the indicators will be from 0 to 3 degrees Celsius,” said Yevgeny Tishkovets, a leading specialist of the Phobos Center.
Although weather forecasters reassure that there will be no frosts in Moscow next week, but since the temperature will periodically drop to zero degrees, frost will form on the soil, which Muscovites will be able to observe in the morning on their way to work.
Heat supply in Moscow is just around the corner
According to the experience of past years: in 2015, trial heating began on September 22, in 2016, heat began to be supplied on October 2.
Officially, Russia starts heating when the average daily temperature outside the window is below plus eight degrees for five days in a row. AT last years However, they propose to reduce this period to three days.
If you believe the weather forecasts (namely, the turn-on of heating is calculated from the street temperature), then the full turn-on of heating in Moscow 2017 will occur around October 4-6.
As you can see, judging by the statistics of past years, Muscovites can expect not warm pipes in their homes in the first ten days of October. Previously, there could only be trial runs of the system.

The capital is getting ready heating season. Already by the weekend the temperature in Moscow will drop below 10 degrees, it will rain. The city's CHP plants are waiting for orders from the authorities to start supplying heat. All preliminary work in the boiler rooms are already finished. Who will be given warmth in the first place, and who will have to wait a long time?
The solid house on Frunzenskaya, with bay windows, as it turned out, was one of the first to freeze. Nearby is the floodplain of the Moskva River, therefore it has become a little colder, and it is already uncomfortable here. Chill. Residents have been using heaters for a long time. There is gas in the kitchen almost all the time. How long will you need to sleep under 3 blankets and wear a coat in the house? For this house - probably for a long time. Batteries are still in a state cut off from the highway.
In kindergarten today, both for a walk and for group classes, children are dressed in jackets. Hefty boilers of Moscow thermal power plants are ready to work at full capacity. It is worth noting that the CHP was not turned off. They “cook” the whole year, just in the summer - only for hot water in faucets. At the moment, the temperature in the main pipes is 77 degrees. With the advent of the heating season, the temperature is raised to 130 (this is normal - water does not boil under pressure).
On the pumping station very hot water, in fact, is “sent” through the batteries. This node feeds just to Khamovniki, where the inhabitants of the “Stalinka” with bay windows freeze.
“It is necessary to launch it - when there is only a command to turn on the heating,” says Alexander Simachkov, head of the main heating networks service of PJSC MOEK. - I want to reassure the Muscovites: Moscow's thermal power equipment is completely ready to turn on the heating. Now we are waiting for the team, and from day to day, I hope, there will be a team before the start of this weekend, and it will be warm in the batteries of Muscovites.”
The command must be given by the city government. There is a law - SNIP for building climatology: on the street below 8 degrees - for 5 days the city must start heating. And, apparently, the Taimyr cold from the Laptev Sea, which is now heading south, will create these "normative conditions" for heating.
“Already on Sunday night, we are waiting for this cold to come, plus the fact that the night is cloudy - cooling is on, so frosts are expected at night from Sunday to Monday and from Monday to Tuesday,” says Anatoly Tsygankov, deputy head of the Situation Center of Roshydromet . “We are expecting down to minus two degrees in the region at night.”
Turning on the heating in the 20th of September or the first days of October is normal for the capital of Russia. Season 2016 was launched on September 20, and 2015 - in October. First of all, batteries must be warmed up in kindergartens, schools and hospitals. Then, dampers to residential buildings will also be opened at the distribution hubs.
The terms and conditions under which Russian Federation every year turn on heating in multi-apartment residential buildings, including in 2017 in Moscow, determined by Government Decree number 354 of May 6, 2011. In that case when heating network are prepared for the heating season, then the main condition for turning on the heating is the presence of an average daily temperature outside for five days less than 8 degrees Celsius.
When such weather conditions come, when for five days in a row the air temperature on the street will be less than 8 degrees, heating of houses will be turned on in Moscow.
It should be noted that this rule applies only to centralized heating networks. In the event that in apartment building there is individual heating equipment, then the owners have the opportunity to turn on the heating system much earlier or later at their own discretion. If the homeowners do not make any decision regarding the inclusion individual heating, then the heating in their building will be turned on according to standard requirements.
Representatives of public utilities have already answered the question for what reason heating systems do not turn on during the period of cold summer, when the required temperature is kept at the required level for five days. As officials noted, turning on heating networks for a period of a week or two is a very expensive pleasure in any case, and public utilities do not have the funds for this. This can be done only in extreme cases at critical temperatures in the summer.
At the same time, a delay in timing when turning on the heating can lead to some problems. Cold heating systems are exposed to low temperatures, which can cause water to freeze in pipes and cause pipes to burst. As a result, utilities will spend a large amount of resources and time to eliminate the consequences of such accidents.
The dates of the beginning and end of the heating season are determined by the current legislation.
The end of the season and the cessation of heating supply, depending on the region of the Russian Federation, is set in April-May. A prerequisite for stopping heating is the weather outside. At the same time, the average daily temperature outside should be above 8 degrees. As well as when turned on, the heating will be turned off when the air temperature stays above the specified mark for five consecutive days. In this case, the local authorities decide to turn off the heating, and bring their respective orders to the management of the utilities.
It should be noted that it is the local authorities who make the decision to end the heating season. Meteorologists, in turn, must ensure that frost does not threaten the population, and people will not freeze. Municipal authorities prepare an order to turn off heating in April only after receiving a conclusion that the air temperature has stabilized for five days and that there is no prospect of lowering it in the future.
